A concerned citizen leaving a gas station told CO Jeff Halverson (Staples) that there was an intoxicated man in the store. The individual was a passenger and not the driver of his car, so there was no issue with him. However, the concerned citizen had to be stopped 15 miles later because he failed to pay for his gas!
